Flights can be taken to the following destinations:

* To enter the Netherlands from March 16, a passenger must present either:
- a negative PCR test taken 24 hours before the departure; or
- an antigen test taken 24 hours before the departure and a negative PCR test taken 72 hours before entering the country
Passengers transiting through the Netherlands need a PCR test taken 72 hours before entering the country.
Beginning from February 13, a testing facility of Confido Medical Centre is open at the Tallinn Airport for all departing passengers for taking a coronavirus rapid antigen test. The testing facility is located on the ground floor of the terminal building of Tallinn Airport, next to the terminal entrance from parking station, level P0 and is open Mon-Fri – 11:00–18:00; Sat-Sun – 07:00–16:00; Thu-Mon – 04:00–06:30
The cost of the test for all passengers is €49. You should book a time for the test at the webpage of Confido via the digital booking system.
Starting from 15 January, a 10-day self-isolation applies on entering Estonia from a country in the European Union, the European Economic Area and the Schengen area with an infection rate above 150 persons per 100,000 inhabitants in the past 14 days (including Estonian citizens and residents). The list of risk countries is available on the homepage of the Ministry of Foreign Affairs.
The 10-day self-isolation is not applied to individuals, including those arriving from the United Kingdom of Great Britain and Northern Ireland or a third country, who:
- have suffered from COVID-19 and no more than six months have passed since they have been declared cured;
- have undergone COVID-19 vaccination and no more than six months have passed since its completion.
The time of mandatory self-isolation can be shortened by taking a corona virus test. For that two tests must show a negative result.
The first PCR test must be taken no earlier than 72 hours before the arrival in Estonia. Anyone who has not taken a test in a foreign country before the start of their trip can take one immediately after their arrival in Estonia at the testing facility of Tallinn Airport. If the result of the first test is not known yet when entering Estonia, complete self-isolation is required while waiting for the test results. In the case of a negative initial test result, you may go shopping, work upon agreement with the employer, however unnecessary contacts must be avoided.
The second test must be taken no sooner than six days after making the first test. A person is released from the ten-day isolation obligation prematurely and can continue their normal life, if the results of both tests are negative.
Arrivals from the United Kingdom of Great Britain and Northern Ireland are subject to a mandatory isolation period of ten days and a testing obligation before entering Estonia. Those who arrive in Estonia from third countries cannot shorten the restriction on the freedom of movement by taking the test.
When travelling, we advise keeping the following in mind:
- Consult the Foreign Ministry website for the infection rate in your country of destination before planning the trip.
- Stay up to date with possible travel restrictions in your country of destination – consult the Reisi Targalt website, the ReOpen portal of the European Union, and, if necessary, contact the foreign mission of the country of destination for details.
- Register your trip at the Foreign Ministry’s Reisi Targalt website to allow the ministry to notify you of possible travel restrictions;
- Follow the recommendations of the Estonian Health Board for a safe flight to protect your health and that of others – if you show symptoms, please postpone your trip and contact your GP;
- Obtain travel insurance and carefully read the conditions of your insurance (including for travel interruptions caused by COVID-19);
- In the country of destination, follow the instructions of local authorities and keep up to date with possible new restrictions;
- When returning from a trip, fill in the electronic passenger locator form. The form can be filled in by persons with Estonian identification code as well as foreigners arriving in the country and it can be filled at the earliest 24 hours before arriving in Estonia.
- On your return, follow the rules introduced in Estonia, monitor your health, and if you suspect you have been infected with the virus, contact your GP.
Starting from 1 September, all passengers arriving in the country via the airport can take a free initial coronavirus test at the airport (it is free for Estonian citizens, foreigners can take the test for a fee).
